With over 25 years of experience in emergency services, Brett K. Cass has dedicated his career to emergency preparedness and crisis response. As the Emergency Management Coordinator for Navy Medicine Readiness and Training Command at Patuxent River, he leads emergency management initiatives for both the Navy’s Bureau of Medicine (BUMED) and Defense Healthcare Agencies (DHA) medical treatment facilities, ensuring operational readiness in critical situations.

A proud U.S. Navy veteran, Mr. Cass previously served as an Emergency Management Coordinator for the Department of Veterans Affairs Healthcare System, overseeing emergency response efforts in Connecticut and Pittsburgh—both designated as Federal Coordinating Centers. His foundation in emergency services began as a paramedic, working in diverse 911 Advanced Life Support systems across rural and urban settings. He later served as Deputy Director of EMS for the Department of State’s Medical Support Services Iraq contract.

Professional Certifications & Expertise   Mr. Cass is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) and a Certified Counter-Insider Threat Professional Fundamentals (CCITP-F) recognized by the Department of Defense and the National Counterintelligence and Security Center. His qualifications include a Lean Six Sigma Green Belt through Navy Medicine and a Master Continuity Practitioner designation from FEMA. He has completed all requirements for FEMA’s Master Exercise Practitioner Program (Cohort 24-02), with certification pending final board review. As a certified instructor, he provides training in Incident Command, Continuity of Operations, and Stop the Bleed.

Education   Mr. Cass holds a Master of Science in Organizational Leadership from Quinnipiac University and a Bachelor of Arts in Disaster & Emergency Management from the American Military University.
